Remember all the cuts in Bush's 'official' budget? Then take a look at what he's ladling on in his supplement: billions of dollars for loosely defined programs that are only tangentially related to his wars! Just make sure that we eliminate those pesky COPS Hiring Grants or Rural Fire Assistance. Of course, if we cut down more trees under the guise of the "Healthy Forests" Initiative, then we won't have to worry as much about rural fires, right? It's like how the "Clean Skies" Act fixes our emissions problems by increasing pollution.

My favorite, however, is the "$400 million for economically assisting nations that have taken political and economic risks to join the U.S.-led coalitions in Iraq and Afghanistan." Weren't these formerly called... bribes?
